Police reports are always open for the public to investigate. When you commit a crime or call the police for any incident that ends up with a police report being written up, that information is always available to anyone by request. So it wasn't a police officer who relayed information to someone, it was probably someone who went to police headquarters and requested police reports.
Welcome to the forum. You're certainly correct that you have the right to your privacy, but it is a little hard to guage your situation without knowing more details. If you're comfortable sharing, maybe you could fill us in on your "past" issues that seem to be following you around? It MAY explain why people around you are acting like they are. While it's hard, sometimes you have to put yourself in other people's shoes and try to think what YOU would do if the roles were reversed and YOU were your fellow neighbor and they were you? Maybe SOME of the behavior you're seeing is justified. Again, you have the right to live your life without being harrassed, but again, it's a little difficult to judge the whole situation without knowing a bit more.
