5 1/2 year old regresses potty training

Hi, Please help!! I have a 5 1/2 year old that has been potty trained for over 2 years and now he has started pooping and peeing in his pants at school and at home. He won't tell anyone and wears it happily all day at school. He dose have a 2-year-old brother that is starting to potty train and this has seemed to make the problem worse. I have exhausted all things I know how to encourage him to potty on the toilet and not his pants with no success. People have suggested that I re-potty train him but I think that that encourages his regression? I don't have any idea what to do. This is happening 4-5 times a week, not just a once and a while deal. Any suggestions????
