Hair pulling 18 month old

I have an 18 month old girl who has recently begun pulling her hair out as a sleeping aide.  She also uses a pacifier "binkee" during sleep time.  I have found her binkee after naps and in the morning with hair wrapped around it.  She seems to be twisting the binkee in her hair as she falls asleep and pulling out her hair, then sucking on it.  She has also begun playing with her hair during meal time.  Sometimes she'll run her fingers through it while eating or pull on it.  It's a terrible mess!  Mostly, I'm concerned about this habit forming into something more long term and disruptive to her emotional/mental health.  Any ideas!!  I'm thinking of getting rid of the binkee soon but was hesitant to do so with baby #2 arriving in 2 months.  Was willing to let her have 1 comfort item when her little sister arrives, but not sure if it's worth it now.  Open to all suggestions....thanks!
