NEED HELP

HELLO THERE,
THIS IS MY FIRST TIME POSTING HERE.
EXCUSE THE CAPS I HAVE MULTIPLE SCLEROSIS
AND I CAN NOT SEE WELL,
I HAVE A NEIBOR WHO KEEPS THERE DOG
OUT IN ALL SORTS OF WEATHER AND ALL IT
DOES IS BARK, NOW MINED YOU I HAVE A
DOG OF MY OWN IT IS NOT THE BARKING,
THIS DOG IS OUT FOR 13 HRS AT A TIME EVERYDAY.
I CALLED ANIMAL SHELTER, WHO TOLD ME TO CALL
ANIMAL CONTROL, WHO TOLD ME TO GO LEAVE A NOTE ON THERE
DOOR AND TO CALL THE POLICE. I CALLED THE POLICE 3 TIMES
NOTHING HAS BEEN DONE. I LIVE IN BERGEN COUNTY NEW JERSEY.
CAN SOMEONE HELP ME FIND SOMEONE TO CALL, TO HELP
THIS DOG. PLEASE.

We had a similar exerience in Texas with a cruelty case.  Law enforcement was called numerous times by many different people (including me) and they did nothing.  It wasn't until the SPCA got involved that the owners surrendered the 2 dogs in question.  Keep on trying!
