Eye Fungus?

Is it possible that my eyelid condition is a fungus? I have been prescribed antibiotics, steroid drops , eye ointments , allergy medicine and nothing seems to work. I wake up every morning with swollen eyelids appears to be filled with fluid, tears. No discharge, or pain. They water occassionally which I assume is the fluid  draining. Opthamologist could not feel or see that my tear ducts were blocked . This happened in the same eye 1 year ago exactly and in the same eye and lasted for 2 months. Is fungus a possibility?  if so, What doctor do you see about that. Please help
