treatment for grave eye

I have had graves eye since 2008,  and the pressue in my eye has started to rise, due to to bulgyness in my eyes the eye surgeon states that i could have the surgery now, except my thyroid stimulating imuglobin number is about 500 which is still  to high.  this means the eye disease is still active. but all the doctors i talk to do not want to give me steroids of any kind.  I did have to do the radio active iodine twice to ablate my thyroid, and i did take 10 to 5 mg each time for about two weeks and it did help at that time to revent the worsening of my symptons but about 5 months out after the 2nd RI  the antibodies rose to 800 and this is what made the eye disease worse, I tried to tell the eye surgeon and the endo dr that my eye were taking a turn for the worst and i need steriods,  even a small amount but they stated not to take them,  well after my eyes had already taken the bad turn, this is when i started taking 5 mg of steroid for a bout a week,  my eyes did feel better, but because i waited,  they became slightly bulger.  what is the prescribed treatment for the active stage of graves eye, and why would dr tell someone not to take even a small amount if it helps  thank you
