it could be a neurological problem involving the nerves that connect the muscles of the face, but not a stroke.
there are different reasons to cause paralyses of the nerves but people normally only know of brain ischemia.
it isn't dangerous, not an emergency. moreover you describe it as a chronic condition.
you should consult a Neurologist.

It is not normal to have a numb face when you wake up... Are you sleeping on your side? Are your hands under your face? Or anything that may block your circulation? PLEASE GO TO THE EMERGENCY ROOM AT YOUR LOCAL HOSPITAL, TELL THEM OF YOUR TIA HISTORY, AND TELL THEM OF YOUR SYMPTOMS. They will run some imaging tests to look for clots.. NEVER NEVER DELAY TO GOTO ER WHEN YOU HAVE A HISTORY OF STROKES!! YOU COULD BE PUTTING YOURSELF IN GREAT DANGER!
When you are at the hospital, AND ESPESCIALLY IF YOU ARE ADMITTED, ask for the SOCIAL WORKER, she or he will put you in touch with agencies or programs that can help you pay or will find a program to assist you - sometimes free of cost!
ALSO, some states have assisted or low cost healthcare.. Please call your local health dept and ask them what you have in your area when you feel better.
BUT FOR NOW, GO TO THE ER.
