Number one--get a thorough examination from a well recommended physician. Many things may cause this. Poor circulation, heart conditions, breathing problems, high blood pressure etc. Smoking cigarettes or not sleeping well can be a significant factor. The hypothalamus regulates body temp. This could be the starting point. Where one lives and becomes acclimated is another consideration. if you live a life in the tropics, then move to a colder climate you may need time to acclimate. Age is another issue. In my experience as a skier, I see most people need to bundle up considerably when it gets very cold. I and a number of others do well with moderate amounts of clothing. Personally, I rarely have a problem with getting cold. This includes my face, hands, and feet. Many people have an inherent inability to keep warm when it is cold. Are you active? Do you need to wear a ton of clothes when out taking a walk? I get cold sitting while on my computer with little more than a robe on when the house is 65 degrees. But I am rarely cold walking around in or outdoors.
