Symptoms, I think it might be HIV

I currently have outbreaks on my arms and chest. On my chest they are redish looking outbreaks. On my arms they are similar and have healed with a crust on top. I get very hot in the upper area as well as heating sensation in the thigh area. I have checked my temperature for the past week or so and it ranges between 98.3 and 99.1. The encounter was receiving oral sex twice. I don't think I fear about the first time, but the second time he gave me oral, I touched his penis and some precum came out. I told him to jack off while he masturbated me. I far that maybe the precum had HIV in it and he used it to jack me off. What are the risks here, especially with the symptoms?

Really, ARS doesn't produce random tiny red bumps on arms and hands? I have one on top right hand, and one on right elbow, inside of arm, with dried up blood.
