IS there a HIV risk

My  finger  touched a little vaginal secretions when I took off the condom , and  I took a rest for about 8-10min, then I took on the new  condom  for the second making love, and I felt  a little residual  vaginal secretions touch my penis and the new condom when I begin to take on the concom for the penis, and I went  on making love with this condom. I want to know there is a HIV risk if  my partner is a  HIV positive.

Will  the inactive HIV viruses adhered to the penis(or Glans)  be  reactivated in this situation ?
