i got scratched in the stairs last night by an uncovered cable and if an infected person got scratched before me could i catch something like HIV , Hep C , B ( there is no blood on my hand nor signs of a scratch but i felt it and no blood on the cable ) ?

With hiv there has to be direct exchange of bodily fluids excluding saliva ( includes semen, vaginal fluids, blood). And hepa b and i beleive has to be transfered via blood only( but i am not so sure) as hepa c is commonly found among MSM. Because of anal rapture. You will not get any of those 3 by getting a BJ. And your test is conclusive as you never had a risk anyway.

Though you do not need a test for HIV as I said earlier also, however only help you laying all your residual worries to rest permanently (it is not a clinical requirement), you may go for the test after 4 weeks of your exposure and test for STD panel and HIV, collect your conclusive report and move on with your life
but i'm so worried i don't know if i should test or ignore it , out of curiosity if i want to relief my self what should i test HIV hep B , C STD's ? and when ? and does the hep C affected my HIV results or it shouldn't ?

PEP is a treatment administered after a high risk exposure (unprotected anal or vaginal sex with a confirmed HIV+ partner). In your case you dont even need a test because your exposure was non existent
