Risk for HIV and question about HIV test..PLEASEEE...TEAK LIZ MARK

Ok this is my situation...

*I had protected sex...for about a min ( i know sad) lol..risk??
*Oral sex with a condom..risk??
*and mutual masterbation (masturbation)...but I had a cut on my knuckle..really really small..it was not bleeding it looked to be healing up..it is about 1mm big and I remember making certin precum did not get on it...but i guess you never know...What is the risk of if was touched by precum or not??
and I remember my cut on my finger was licked by that person...is that a risk??
*Can you get hiv if someone puts there penis near the anus, rubs it on the inside of the thighs..but does not touch the anus and with no penetration?

One more thing please..I went to the emergency room in California and asked the doctor to test my blood for everything..But I did not mention Hiv..The doctor came back an hour later and said everything is normal...No signs of infection and everything is normal...

I even said wow I got lucky and the Dr. said ya you did

So was I tested for Hiv?? I hope so since California is a hotbed for Hiv.

Do i need to be retested.? Do those seniros warant a test?
Or is this OCD? Thanks!
Also do you know if you took antibiotics about 2months before the test if it would alter the results?? What are the chances of geting a false negative? And is 3months a conclusive test?? or is it 6months?? I get so many difrent answers online

         I NEVER TOOK ANTIBIOTICS 2 MOTNS AGO. ALSO I NEVER TESTED TWO
         MONTHS AGO.

         THE TESTS FOR STDS ARE PRETTY GOOD THOUGH NOT 100 PERCENT, SO FALSE NEGATIVES DO HAPPEN.

           ALL STDS HAVE DIFFERENT WIDOW PERIODS, BUT AFTER 3 MONTHS ALL
           STDS WILL BE CONLUCSIVE
