test after 4 weeks?

Dear doctors,

thanks a lot for your generosity answering questions here... I'd appreciate if you can shed a bit light on my situation:
I had sex with a guy I know from internet dating. He's a white male from germany. I felt very very worried afterwards because I don't know about him to the degree that I could do such thing with him. We had protected vagina sex and he actually had his semen shoot outside my body when he came. There is also 2 mins unprotected cunnilingus and I performed oral (unprotected) on him for a few seconds at very beginning, no semen came out... I had a test in an asian country four weeks after, it's a screen test at Entry-Exit inspection and quarantine bureau, result negative... Now, 6 week after, I'm having swollen near my wisdom teeth area and consistant insomnia. I don't know if it's anxiety or what...

My question:

- How reliable is a test of 4 weeks?
- I'm rellocating to U.S. for work reason soon. Where could I get a reliable test? I was trying at a local hospital here, but felt very uncomfortable from the way that doctor looked at me, feels like I'm already a HIV carrier. I ended up not tested because the result takes too long while I'm leaving for U.S. soon.
- In U.S, is it illegal if you have HIV but dont tell your partner when you have sex? This guy is a lawyer and got his JD from U.S, so I suppose he should tell me if he has HIV?

sorry to ask one more point, does the suggestion of testing outside U.S mean that my situation is pretty at risk of contracting HIV? I don't care about deport, if I had HIV, my life would totally be changed...

If he knows it's illegal. You might as well test there because if you test positive here you'll be deported.
