does a cut have to be bleeding to be infected with HIV ? and have direct contact with semen?

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

You're not going to get HIV from getting semen into a cut.

The cut which is enough for hiv transmission must be VERY DEEP AND MUST ACTIVELY BLEEDING and that kind of cut would put you in emergency room for STICHES .
