You can get genital hsv1 from oral sex. If someone has oral hsv1, and you get genital herpes from them giving you oral sex, you'd have genital hsv1. The number indicates the strain of the virus, not the location.
However, a little pain and soreness on the rim of your penis isn't indicative of herpes. Blisters and sores are. You could just have irritation or something.
It could even be anxiety causing a hyper-focus on the area.
If it lingers, see your doctor, but it's not likely to be herpes.
