They are naturally occurring for most males on their scrotum. Some will 'overfill' and pop now and again. This is nothing to be concerned about.
Visible sebaceous glands most probably. Men often have them on their scrotum and base of penis.
I've kinda picked at them and tried to pop them and they seem to have become either infected or just won't heal. I sweat a lot under my waist line
Yes I know them, just leave them alone; have your doctor look at them to see if they are abnormal, but I doubt it.
Every now and again one will become enlarged and you can squeeze a line of white pus out.. gross I know... but that's right, isn't it?
Everytime I squeeze it that just makes it bleed and a little bit of liquid comes out, then it ends up looking infected. But these bumps and the abrasion are taking forever to heal like a long time, so that's what's making me think it's herpes.

I put calamine lotion over the bumps and stuff but it just kinda makes them scab over
I should have said earlier that herpes lesions do not arise solely on the scrotum, which is another reason why I am confident in suggesting this isn't herpes.
