I'm not sure if this is herpes or not

So, for the most part I'm not a sexually active person.  I am 19 years old and of African American and Caucasian decent.  I had decided to shave for the first time, and the skin was quite smooth. But it became irritated within the following days.  And then these bumps started appearing starting mabye an inch above my penis, where my pubic hair used to be.  Its been extremely irritating and i havn't been able to wear underwear because of it.  The bumps have started to go away has hair has started growing, but i still have some bumps around.  Now this has never happened to me before and its been at least 6 months since I've been sexually active with anyone.  These bumps don't puss, they just are.. irritating. Is this like bad razor burn, dry skin, or something worse?

Bad razor burn.

But I love this part: "For the most part, I'm not sexually active." That's like saying "I'm only a little pregnant." LOL. If you are sexually active, you are sexually active. Even if it's just Lewinsky sex, where all you do is get "blow jobs" (so that of course it doesn't count as "real" sex!).

yeah but i was reading that it doesn't take long for symptoms of herpes to show. I haven't  done anything sexual for at least 6 months, including Oral Sex. I haven't even made nude on nude contact with anyone for at least 6 months.   Unless you count kissing on the lips to be a cause.
