Normal rash or hsv outbreak

So I have this rash on my forearm and the bumps have been there for about three weeks. They are in a cluster form but there is no liquid in them, but they're rather itchy and hurt somewhat. Could this possibly a break out on my forearm? Unfortunately, I don't have insurance so I can't go to a doctor for any type of script; would anyone have any suggestions

This isnt likely herpes on your forearm. The placement and your description is not on par with hsv
