Red Spots/Bumps Moving Around

10 days ago I noticed a rash near my anus on the left side and a bump or two on the right side, I applied A&D ointment for a day, then had to switch to a steroidal anti-itch cream.  There was mild itching, but the ointment appeared to work, bumps went away there.  Then I noticed a red spot between my vagina and anus, but off to the left side, that stayed around a few days, then left.  Starting two days ago, I noticed multiple red spots (not really bumps, but maybe slightly raised) on my right labia.  And now today, I'm getting a few red spots/bumps near my clitoris.  Since the end of February I have been experiencing strange twinges in the back of my thighs.  Last a few seconds, maybe once or twice a day.  There is itching, but minor.

History:
- Tested positive a long time ago for Herpes 1 through blood (always assumed oral from childhood)
- Last vaginal sex, early January.
- Last oral sex, I think was the end of January, but could have been end of February.
- Blood tested April 16 for Herpes 2, results were >.9 - Negative (Dr said he didn't have actual number, report just said Negative, less than 0.9)

I plan on going to the doctor on Monday, but here are my questions.
1) Does this sound like it could be herpes?
2) Does herpes move around that much?
3) Should I put any ointments or creams on it before I see the doctor?  If so, any suggestions?

Wondering if someone could please look at this post and give there opinion.  

Beginning of June I was tested again for HSV, still positive for HSV 1 (see comments above), still negative for HSV 2.

I am still getting some sort of rash the week prior to my period.

Additional question I had was, what is the chance of this being HSV 1 genitally now?  Never had the common blisters, so doctor says they can't swab.

Am going to my GP tomorrow, but I have a feeling I already know what he is going to say.  So just wanted to get another opinion.

Forgot to mention, vaginal sex was protected but there a little genital touching before condom went on.  Oral was unprotected.
