At 7 years of age, are they just now realizing the condition and cause? It sounds like a terrible situation and I'm very sorry for your relative and his family. Was a vacuum used to extract him during the birthing process? I've heard of cases that when the vacuum is used, it puts pressure on the baby's skull and being that the skull is soft at birth, can cause certain forms of brain damage. I hope that this was not the case here.
