i have no reflex in my right leg - when the doc whacks me on the knee, it just sits there. But I do have a shaky leg - any sort of tension in the muscle causes the knee to bounce up and down, and when the neuro grabbed it and asked me to push against his hand, it did the shake thing - it would tense, then release, then tense again, then release. This happened in a sort of juddering, shuddering motion. Easy to demonstrate, hard to describe.
Well, another idea of what the bouncy feeling is would be "clonus." this is the effect of extremely hyperactive reflexes. When the doctor tests your knees and your ankle for the reflexes, do you kick or move your toes down more than just the one time?
If you are sitting and you have your feet on tiptoe, then you tense your body, do your heels bounce up and down rapidly and rhythmically? If so this is clonus, and speaks to a spinal lesion.

My right leg has been kinda 'sproingy' - as if it doesn't want to straighten, or bend. Like I've got a rubber leg. I also feel the floor shaking under me, but we don't have earthquakes here, so I've assumed it's the muscles. They tend to be weak.
As I haven't found out what the results of my MRI are yet, I have no idea whether spinal lesions are causing my problems. However, any spinal involvement will cause muscle problems.
I don't think I've felt those type of bouncy feelings...I'm off balance alot and walk into doorways etc... and sometimes feel like I'm walking on a boat...back and forth feeling.. is that more what your feeling...
I'm not yet Dx so can't help much with this...write down all your symptoms to let your Neuro or Dr know what's going on...because chances of remembering are slim..
