Winged Scapula

I injured my shoulder at work back in September.  I had bursitis and tendonitis in my right shoulder.  I noticed that shortly after my injury that my shoulder blade was poking out.  I've been to PT, occupational medicine and an orthopedic and they've all told the same thing "strengthen the muscle".  Well I've been working on strengthing it at a PT program for about 2 months now--and there has been no change.  I've also started seeing the chiropactor as an additional source.  However, I just feel generally discouraged because it feels like my scapula is just trying to rip out of my body---i have limited movement of my arm, if i prop it against the wall I loose feeling in my arm.  The scapula itself pops out completely to my side (armpit) when I lift my arm up (with assitance, cant lift it all the way).  Has anyone had success with "strengthening the muscle", or chiropratic care, or anything else?  It feels like this situation is sort of bleak.
