Is this normal?

My fiance has small little bumps on his penis, is this normal?  They are skin color and only go about 3/4 of the way down.  He has had them as long as I can remember.

It sounds like either fordyce's spots or pearly penile papules, both of which are normal variations of the penis.

As for him not seeing the doctor, he'll probably die younger than most from something simple that he neglected that could have been treated.  Just because he's afraid.  I lost a family member this way.  Have him get life insurance on himself so that you can take care of yourself (and kids?) when he's gone.

If he has been checked out and you have too, then I don't think there is anything to worry about.
If you are really concerned, google pictures of STD's and see if it looks like warts or herpes. If it does show him the pictures and see what he thinks.

He said he has had them for as long as he can remember so it can't be anything bad.  There is no reasoning with him!

I had weird medical issues before being with my fiance and they tested me for STD's and HPV before even being with him.  So I don't know really.  Getting him into the doctor is like the hardest job ever!  He has gone liek twice in the last like 10 years!

I believe HPV can remain dormant for a long time.  It could've been before you met him that maybe you contracted it and gave it to him or vice versa.  I'm not saying that is what it is but from what I gather, they don't test for HPV unless there are symptoms of it.

Well they are closer to his body than to the tip.  I have been with him for over 2 years and was tested when we were preganat for HPV and STD's and they didn't find anything so I think I would have gotten it from him at that point.  It's always been there.

I know exactly what you are talking about, are they on the underside of his head, near where the head and the shaft meet? My boyfriend has had these since he was a little kid and has always asked his doctor about them and has gotten STD tests, they are nothing, just VERY little bumps.
Maybe it isn't the same thing as your fiance's but maybe they are. I do think he should go get them checked out though, just in case.

It sounds like HPV to me.  Perhaps he can go to the doctor and get checked out.
