red bumps on testicles

Hello,
I have had small red bumps covering my testicles for some time. I have worried that it could be something a little more serious than just infected hair follicles. There are small hairs growing out of a good number of the bumps but there are some of the bumps that don't have anything growing out of them. None of the bumps are blistering, but I do get cold sores from time to time. I have had itchy testicles off and on for years now. I work out quite a bit and  am quite active. have had unprotected sex and currently having sex with just my girlfriend. We do not always use protection, but she says she has not noticed any bumps in the months that we have been together. The bumps are painless and i do have a history for folliculitis on my testicles, the area above my scrotum and on my neck from shaving. They do not look like the genital wart pictures that I have found on the internet. I also have a history of psoriasis on my legs, stomach, and scrotum and it could be affecting my testicles as well. I am uploading some pictures so you guys can help.

Here is a link to the pictures. You can't really see the bumps well but there are hairs growing out of many of the bumps. I havent shaved down there in about a month and have had these bumps like this for for over a year. I'm more wondering if they are just large hair follicles and are normal. Please help.
