Allergic Reaction or STD?

About a week ago, I noticed that the area at the top of the shaft of my penis (right below the head) was dry and peeling. I didn't think much about it, but the new skin underneath quickly became very tender and sore. I occasionally applied lotion, hoping the problem would go away, but new symptoms arose. Over the course of a few days, red bumps began to appear, skin began to split, and the entire area became rather itchy. I'd like to save the embarrassment and financial expense of seeing a doctor if at all possible. If any of you have experienced something similar, I would greatly appreciate some advice. Thanks in advance.

odds are this is a fungal infection . see your provider monday for a proper exam to confirm it.
