Can my tsh be causing me anxiety?

Hi around 4 years ago I had my first case of thyrioditis and had again around 9 months ago, my last test showed normal t4 t3 and my tsh was 0.4. I still dont feel quite myself, frequent anxiety for no reason. Could my thyroid be the cause?

Yes, anxiety can surely be a symptom. It seems like it would be a hyper symptom, but can also occur in the hypo state.
Make sure to get a repeat blood test, as ifupleze said.

Yes, I was just retested today for TSH bcz of anxiety ... usually my TSH is under 1.0 when I feel this way .. but I'm getting older (will be 49) and wonder if "changes" may be starting so the test will let me know what is going on here ... feels like PMS anxiety.

Yes.  You should go back to the doctor and get another test done to see where your TSH is now.  You can have anxiety if you are hypo or hyper.  Your doctor can Rx anti-anxiety meds for you until you decide what to do about your thyroid.  Your latest .4 Tsh indicates mild hyperthyroid and it could be getting worse.
