TSH and T4 levels after thyroidectomy

I had a thyroidectomy last November because of of carcinoma cancer. Since then I had twice ablation treatment of radioactive iodine. Now after the second treatment my TSH LEVEL IS 13.8 and T4 level is 14.4 what does this mean?

Lately I reduced the carb and noticed an increase in my TSH labs from 2 to 10. Just wondering if low carb diet could be the problem.

Thank you for your reply the TSH is 13.8 and T4 is 14.4
