Chordee/Penile Scrotal Fusion (PSF)

My 8-month old son was diagnosed by the pediatrician with penile scrotal fusion at his 3-day old check-up.  The pediatrician who discharged him from the hospital had not mentioned this condition, so we decided to seek another opinion.  We consulted a pediatric urologist when our son was 1 1/2 months old, and he agreed with the diagnosis and scheduled outpatient surgery to be performed when our son turned 6 months old.
In the meantime, we relocated to a different state and met with a different pediatrician and pediatric urologist when our son was 2 months old.  They both stated that our son did not have penile scrotal fusion and did not need surgery.  The pediatric urologist said that sometimes between the ages of 3-4 months the infant will outgrow the condition due to hormonal influences.
The pediatrician checked, upon my request, again at our son's 8-month checkup and said he could see no signs of chordee.
Does this sound plausible?  It seems hard to imagine that the first two doctors were so definite that there was a problem that surgery was scheduled, and the latter two doctors were equally convinced that there was nothing abnormal.  Should we get the opinion of another pediatric urologist?

Dear Lisa,
It sound like your son has a mild case if any of PSF (penile scrotal fusion) and therefore repair would be cosmetic.  If you find there is a problem later it can always can be repair at that time.
