If your dad had it about 2 months ago, he should be followed up for a review with the urologist. Bleeding should have stopped after about a week. It could be possible that there is a blood clotBlood clots, however this should not be the case if it has been 2 months or more. It might also benefit him if he was on a medication like FloMax. FloMax will dialate the prostate making urination easier.
It would be best that your dad would go in for a follow up. It might require another dreaded cystoscopy.
Here are the answers to your questions:
1. Does he have to undergo the TURP treatment again. - most likely the answer is no. However, it may need reexamination to confirm this
2. Can this be treated permanently - yes, of course
3. How can we avoid it to happen again - well you have to get him reexamined and follow up with the doctor. TURP is one of the better treatment for BPH.
A TURP stands for Trans urethral resection of the prostate. With this procedure they save of the obstruction inside the prostate.
