Other than the placement of a stent, I am not aware of other treatments for the scar tissue, other than the laser removal or botox injections.  You may want to obtain another urological opinion in a major academic medical center.

Another option would be placement of a suprapubic catheter - which is a permanent catheter placed via the abdomen.  You may want to discuss this option with your personal physician.
