Undescended Testicles

Dear doctor,
My son had an undescended testicle when he was born.  He is now 7 months old and the testicle has not descended.  I am aware of the risks associated with untreated undescended testicle.  I wonder when is the best time for him to undergo surgery?  Will it be too late to him to undergo the surgery when he is two years old?
