small dark spots on the tip of penis

I have had a slight irritation in the tip of my penis for the last two years. Recently I have noticed small dark spots appearing on the tip of my penis. The pain is magnafied when these spots appear. I was wondering if this is genital warts. If so is there a treatment for it? I know warts can lead to cancer, if so, what is the probability?

There may be many causes for the spots. Warts is one of the possible causes, though it not only causes spots but, additional growths also. However, they may not be related to any pain. therefore, you may need to get this examined.
Warts are treatable and there is a chance for them leading to cancer if caused by a specific type of virus.
You must get this examined and treated right away.
