I have never had any luck with target weight loss or toning. Even when I was in super shape when I was younger and really into weight lifting, it never worked. I could concentrate real hard on building my chest up and I always ended up with larger shoulders all the time.
I'm sure there may be some benefit of targeting a certain group of muscles as far as making them bigger, better, or less fatter.
I think a body loses fat in general even tones yet we may not see it that way. I see lots of folks who lose tons of fat and weight and the fat around the stomach or hips seems to be the last to go. So I can see how some might think that they have targeted other areas like arms or legs but I think it is more of the make up of the muscles and how they react than anything else.

You can't lose weight in just one part of your body; it has to be "overall", but you can tone muscles in certain areas, so while push ups and crunches won't make your butt smaller (well push ups might help), they will help your belly, arms, etc AND they will help build muscle, which will increase your metabolism, which in turn helps you lose weight.... You need to pick exercises that will "target" the entire body - try resistance one day, cardio the next and maybe yoga the next......
Yes, you read that correctly -- yoga is an excellent type of exercise because it targets the entire body. It concentrates on breathing, stretching, relaxation; is great for both weight loss and toning.......
Be sure to take care of your whole body; not just parts and pieces........... switch it up and get a variety of exercise.......
I've heard all kinds of stuff about target weight loss... Lots of people say it works, and lots of professionals say it doesn't. I think, like you mentioned, that doing muscle specific exercises will help tone that area (because, lets face it, doing push ups or crunches are so not going to make your butt smaller). It's a tough call. I have a really hard time committing to any form of exercise. Lol.
Need a yes and no vote :) I think aerobic exercises tend to make you lose all over while resistance/anaerobic exercises can tone certain areas. My experience has been that I had to lose most of the fat through aerobic exercise all over first, then I could tone and tighten with target training in certain areas.
