my brother is addicted to Meth, constipated, can't sleep, poor health, breathing problems, over weight and is living on disability funding only.  Is there a facility that will help him on a gratis basis?

Check with your state departments, there are awesome free clinics that can help, just make sure he is really ready. Call around right away, sometimes there is a waiting list, in the meantime pack his bags.
