2.5 year old biting at new daycare

Our 2 and a half year old has just entered a new daycare. It is much more structured and his classroom is much smaller. After a perfect first day, his behavior has gone down hill to the point where he is biting kids daily. He has only been there 7 days now, but the Executive Director thinks he should be evaluated by early intervention.  After speaking with a specialist at Early Intervention and our pediatrition, they both felt that his behavior was not uncommom for a child transitioning to a more structured environment.  They were both surprised that an experience director would not understand this and jump so quickly to have him evaluated.  The director seems to dismiss that the transition is affecting his current behavior.  We have decided to move him to a less structured daycare.  My question is whether our sons behavior seem normal for a child transitioning to a new daycare that is much more structure in their activities.  He is able communicate fine verbally, but his social behavior is quite different since he started the new school. The director says that somtimes he just walks up and bits a child without being provoked.  We will absolutely follow his behavior and bring in a specialist as needed, but we feel the first step might be to move him to a less structure school similar to his old one.  Any thoughts. We move him from his original daycare simply because of locatoin and to get him into a daycare that fell in our school district.

I also beleive that it was normal behavior for a child changing daycare /school, after 7 days it seems that this directer has a strict code she abides by and definatly a less structured school would be better for a 2 year old child..You are doing exactly the right thing , I have seen children bite and usually it can be stopped by the teacher at the time it happens, removing the child from the situation, sometimes if the child gets bored it resorts to negative behavior.The brighter the child the more they become  bored if not stimulated enough.
