A boy 8 kissed a girl 4 on the lips with his tounge has done it 2 times.

His mother did not punish but she did put a stop to it.

Is this normal? Did he see it somewhere (tv) and wanted to try it?

Yes he probably did see it unless someone did it to him, as his Mom has put a stop to it there is no problem, just children testing the limits, perhaps the Mom should make sure they have people around and are not alone,
