14 yr old girl throwing tantrums

My sister is 14 years old and I feel her yelling and screaming is more than just normal teenage angst.
She throws tantrums (which is heightened when we are getting ready to go somewhere) where she will cry, scream, shout, stomp her feet and accuse others of not doing what she wants in her way. Usually this arises when she is upset that hair is not perfectly in place. She is also a bit of a perfectionist- making her bed perfectly, repeatedly adjusting her pants when she sits down etc. This has been ongoing since the age of...about 4.

Moreover, the regular way she speaks to my parents is usually with an irritated tone, authoritative and involves with her yelling at them to do this and that. My parents initially do not yell back at her because she absolutely does not listen.

Yes, i know shes a teenager but I want to clarify whether this is normal teenage behaviour.
