playing in feces at 17

My 17 year old brother frequently wipes his feces on dirty towels & clothing instead of using toilet paper. Can you please tell me what this mean? Is there a problem that could cause him to think that doing this is ok?

I'VE BEEN RAISING MY GRANDSON SINCE HE WAS 4YRS
NOW HE IS 16 AND HAVE NOTICE FOR THE LAST YEAR OR SO
HE PLAYS WITH HIS FECES, WIPES ON WALL SHADES, AND AT TIMES HE DOES DIREA IN HIS UNDERWEAR.
HE DOES HAVE DIFFERENT PROBLEMS LIKE, AUTISM, BIPOLA,
AND  SOCIAL PROBLEMS, HE GOES TO A SPECIAL NEEDS SCHOOL
RIGHT NOW HE IS IN THE EQUILANT TO THE 11 GRADE AND HAS IEP
HE TAKES CONCERTA,CITALOPRAN,STRARRA,AND ABILIFA. IT CONTROLES HIS MOODS. BUT DOES MEDICATIONS CAUSE HIM TO
PLAY WITH HIS POOP. AND I SHOULD SAY HE USES NO TOLET PAPER. AND HE THINKS IT FUNNY

That is merely a symptom and, of itself, although disgusting, is probably not important.

This seems to be handled correctly.There is noting to do until you receive the evaluation. Let us know what happens.

By emotionally handicapped I mean that he's unable to deal with every day problems that he runs into, for instance-he's graduating this year Individual Education Plan (IEP) because he's unable to handle the pressures of school. He was evaluated by mental health, they saw several red flags including my questioning about wiping himself with clothing, recommended to go to Capital District Psychiatric Center for a 2 hour evaluation. This will happen the 20th of this month. I hope this helps you understand more. Any thoughts or comments? Thank you.

So I am right in assuming that his present behavior is merely a symptom. You would do well to have him evaluated by a psychiatrist. I doubt that his problem is something as minor as ADD, and I don't know what you mean by "emotionally handicapped."

He's had problems with school ever since he started school & has been in & out of family court several times & since he's turned 16, he's been arrested every 4 months or so, he'll be 18 in August. Any comments will be appreciated.

He does have ADHD, & is emotionally handicapped, he is possibly bipolar.

Is he of normal intelligence? Has he ever been diagnosed with a mental problem? Has he had trouble with school, or with the police? I am asking these questions because you do not give enough information about him. If he does this odd thing, then he must have other problems of some sort.
