What should I do???? In need of advice

I have a five year old boy. I found out a few months back that his 12 year old god brother touched him and taught him to master-bate. I was very upset and spoke to the boys parents. I really don't know what they did on their part. I spoke to my son and explained to him about what happened and explained to him how no one has the right to touch his private or for him to touch someone else's. My boys god brother is no longer allowed at my home or around my son. I feel like the other boy is still a child and did not want to get the authorities involved. I recently caught my 5 yr old exploring my 1 yr old's butt. I am starting to worry and don't know if this is normal or does it have to do with what happened to him last year... I talked to my boy and asked, he said that he was just looking.
I really don't know... Need help please

This is a very difficult question to answer.  It might be exploratory behavior.  But then, it could be signs of sexual abuse.  If you are concerned, it would be best to have your son evaluated by a mental health professional.  However, please keep in mind that mental health professionals as well as pediatricians are mandate reports.  If they suspect child abuse, they are legally obligated to report it.  You might not have a choice because if the behavior is more than exploratory, this problem can get a whole lot worse.
