DETROIT, Mich. -- Standing in front of the now decrepit Michigan Central Station here on Friday, presidential hopeful Herman Cain introduced new tweaks to his "9-9-9" plan aimed at relieving low-income Americans from some of the tax burdens of his economic strategy.
Cain, the former Godfather's Pizza CEO, unveiled changes to his plan in which impoverished Americans would be exempted from the nine percent individual flat tax that's part of Cain's three-pronged plan.
"If you are at or below the poverty level, your plan isn't '9-9-9,' it's '9-0-9,'" Cain said.
Cain also used his speech in Detroit to introduce his proposal for opportunity zones: low-income areas of the country that would have certain benefits like deregulating the cost of permits for those who want to start a business.
Cain said these plans had been part of 9-9-9 all along, but earlier this week in Las Vegas, he said during campaign stops that he had yet to release the details of how this plan would deal with poor Americans.
"We simply chose not to talk about this piece earlier such that we could get people used to the whole concept," he said.

Oh, I thought we were talking about the 999 plan. If he is flip slopping on abortion, that certainly *****.... but if he is going to appoint judges that aren't activists, I am all for that!!!
Nobody can appoint judges that aren't activists. All judges are either for or against all controversial subjects.... that alone makes them an activist on some level or another.
And he is a politician, so he is in somebodys pocket.... no doubt about that.

Not flipflopping. Brice have you not seen his interviews over the last couple of weeks with CNN on the abortion topic for one? First he is against it personally but feels like government has not right to rule one way or the other, then the next day is recanting and saying he is totally against it and would put people in place to see that planned parenthood and the like are defunded and would appoint judges that will not be activist judges. So one day he is pro choice and the next pro cake and eating it too. He is so obviously in the pocket of the Koch brothers its not even funny.
And you know why he has no chance? He truly is not a politician. I really believe that he isn't....so he will get slaughtered. But he is the most likeable guy out there...no question.
I actually like this guy. He is down to earth and someone I would love to sit and chat with. He said that being gay is a choice, not something your born with...and know what? I'm fine with that, because he still say's that all should be treated equally. So I do like him. I don't think he has any chance whatsoever of winning, but I like him. Saw an interview with him on Piers Morgan the other night and I find him refreshing.
I don't see any flip flops.... amending the plan, but not flip flopping.
This guy flip flops more than Romney. And that is saying something. Good Grief.
