I get a tb test every year as it's a disease we see amongst the street population.  But I don't think it's something everyone gets checked for, it depends on your risk factor.  I also do get vaccinated, but am still tested as vaccine is not 100% effective, especially if the disease is mutating.  Lots of illness are becoming antibiotic resistant.  Sweetpea is right about people not using antibiotics properly, and taking them for things not necessary.  They then don't always work when really needed.

There is a TB vaccine that is used in many other countries, but is not used in the US because the risk of getting TB isn't high enough(yet).

Unfortunately, I am not surprised at all that this is happening, as we way over prescribe anti-biotics and many other drugs to people who don't need them, creating these super bugs that are resistant to most all medications. Also many people who get anti-biotics, but never finish the full course of the pills, create many more problems. I was almost just waiting to hear about an outbreak of a drug-resistant strain of disease.

The tests (which I remember as well) were to see if a person had the potential signs of tb. I am not sure if there is a vaccination for it but when there isn't a vaccine if a disease is prevalent enough (which was not the case up until recently with tb due to preventative health means antibiotics) often tests are done to make sure it isn't occur when in the early stages its far more treatable. Unfortunately the overuse of antibiotics for conditions they cannot help on and their use in farm animals for other than direct treatment has created drug resistant.
Also with t.b. some people are unwilling to follow up with completing the treatment regime. Where I live they were able to work together to create a plan to insure people who were homeless (one group at risk) were required to finish their treatment regime and worked with them to reach them so they could take it. There are means to prevent drug resistance in antibiotics and they should consider appropriate ways to follow up before this happens.
