As too often happens, when it comes to any municipality working on fiscal responsibility, services are the first things cut.  On paper, there is a big cost involving services, but it has proven time and time again that certain services (police and fire) should not be cut in regards to fiscal responsibility.  Within any big city (small ones too) there are any number of situations that can be cut.  And if for some reason you had to trim the fat from police and fire departments, start with administration and support.  Leave the working crews in place to keep things running and keep the ends covered.

A couple of years ago, and I think it was in California of all places, (remember all of the recent B.S in regards to town administrators making over a Million dollars) the small town got together at a town hall and talked about where they could trim the fat.  The towns administration went down to a 3-4 day work week, the sheriff who was obviously salaried cut the equiviliant of a days wages from every week.... other town services like trash removal went to one day a week compared to 2 times a week..... and within a year they recovered their short comings.  With that being said, the small town left the administration working a 4 day work week, some of the small support staff employed by the town went down to a work week, and within a year they had a surplus of funding.

At times like these, nobody wants to lose a job.  Who can afford that?  But what some have decided to do is, in order to preserve their jobs for the long run, take a bit of a pay cut or take another day off.  It is simple economics.... but we've got into this tail spin of budgeting.  If we don't spend the entire budget, we won't get that much funding next year.

Just like the civilians, municipalities cannot spend money we don't have, and we cannot live outside our means.  This has worked on the national level as well, but it's never popular.... I say tuff muffins!!!!

   More important to me is the fact that N.Y.C. which had one of the largest crime rates in the nation in 1990 and managed to turn that around through community policing, arresting quality of life offenders and other strategies that worked and other cities then used successfully has had a rise in crime because the police force has been reduced. More incidents like this will happen because there simply isn't the amount needed to keep the city safe. This will occur in other cities as well. I agree the problem is not law abiding citizens owning guns and people have been able to protect themselves from criminals through self defense. However balancing the budget should not involve the police and as this continues the crime rate will go up and incidents like this will be more likely to happen.
