Obama unveils sweeping plan to battle gun violence

President Barack Obama on Wednesday called for measures including background checks for every gun buyer in America, a ban on assault weapons and ammunition clips that hold more than 10 bullets and a federal firearm trafficking law as part of a the most sweeping effort to curb deadly gun violence in at least a generation.

"While reducing gun violence is a complicated challenge, protecting our children from harm shouldn’t be a divisive one," Obama said. The President was joined by Vice President Joe Biden and some of the children who wrote to Obama in the aftermath of mass shooting at Sandy Hook Elementary School last month that left 26 people dead, including 20 first graders.

The total cost of the president's proposals is estimated at $500 million.

At the bottom of this post is a fact-sheet, provided by the White House, detailing Obama’s proposals. But administration officials on a conference call previewing the announcement fleshed out some important details (on condition that they not be named) and left some important questions unanswered:

- They wouldn’t say whether any of the steps the president is recommending would have prevented the massacre at Sandy Hook and other recent mass shootings. "There’s no question that both the actions that he’s taking and the legislation that he’s proposing will save lives,” one senior official said on the call.

- They did not provide an estimate of how many lives would be saved annually if the president got everything he wanted, saying the social science on gun deaths is not precise enough to do so.

- Obama isn’t sending “specific legislative language” to Congress, the officials said, instead following his usual blueprint of laying out principles and then letting lawmakers craft a bill.

- In keeping with the president’s promises, his proposals would limit the manufacture of new assault weapons and ammunition clips with more than 10 bullets – but would not affect those already on the market.

- How did they settle on 10 bullets (and not seven, or 15)? One official said that number was taken from the 1994 assault weapons ban that Obama hopes to renew and strengthen.

- Was the so-called "Fast and Furious" gun trafficking scandal a factor in shaping the president's proposals? "It was not," said one official.

Bowing to political reality, Obama’s proposals included a wave of executive actions that circumvent Congress, where most Republicans and a few Democrats have balked at sweeping new restrictions they say could trample constitutional gun rights. The potent National Rifle Association lobby has also pledged to defeat new gun control measures. On the other side, retired congresswoman and mass shooting survivor Gabby Giffords plans to lobby her former colleagues, and national public opinion polls have shown a surge in popular support for new gun laws.

The president has long said he seeks a comprehensive strategy for preventing future mass shootings while diminishing the death toll from smaller-scale daily killings, officials said. Some of what he unveiled would require congressional action, like the assault weapons ban. Some could be achieved with merely a presidential signature – a step that could, in some cases, inflame opposition in Congress, notably among House Republicans. (Though some of those are decidedly small-scale: One of the 23 "executive actions" trumpeted by the White House was that Obama will "clarify" that Obamacare "does not prohibit doctors asking their patients about guns in their homes").

The proposals were the fruit of extensive discussions, led by Biden, with victims' groups, organizations that represent gun owners, elected officials, and law-enforcement leaders.

Obama wants to boost anti-bullying campaigns in schools, and training for educators. He also wants to give schools the ability to use some federal funds to improve safety – but did not explicitly echo the NRA’s demand for armed guards in schools.

Key steps also included imposing background checks on all gun purchases. Right now, an estimated 40 percent fall outside existing law, including those at gun shows and other 'private' sales, according to gun-control advocates. The existing system has stopped an estimated 1.5 million improper gun sales, according to an Obama aide, but "there's still too many loopholes." The president directed Attorney General Eric Holder to take a "fresh look" into whether the categories of people prohibited from buying firearms needs to be expanded or updated.

Obama also aimed to thaw what the White House called a "freeze" in scientific research by the Centers for Disease Control into gun violence. And he urged Congress to bankroll the CDC to do research into possible linkages between violent video games and other media images and real-life violence, to the tune of $10 million.

Gun Violence Reduction Executive Actions

Today, the President is announcing that he and the Administration will:

    Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.
    Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
    Improve incentives for states to share information with the background check system.
    Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.
    Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.
    Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
    Launch a national safe and responsible gun ownership campaign.
    Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).
    Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.
    Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.
    Nominate an ATF director.
    Provide law enforcement, first responders, and school officials with proper training for active shooter situations.
    Maximize enforcement efforts to prevent gun violence and prosecute gun crime.
    Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.
    Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.
    Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.
    Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
    Provide incentives for schools to hire school resource officers.
    Develop model emergency response plans for schools, houses of worship and institutions of higher education.
    Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.
    Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.
    Commit to finalizing mental health parity regulations.
    Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

I watched the whole thing..He is BRILLIANT...He is not about "gun control"..He's more about gun safety from ALL aspects..That makes sense..I like the tone he's taking..It IS all common sense and we do have a moral responsibility to do something....

He has not done anything to address the issue. Mass shootings are few and are works of people not right in the head. Daily violence is for the most part done by criminals. Where did he address reduceing gun violence? This is a knee jerk reaction and has nothing to do with daily gun violence. What is he doing to take weapons out of the hands of gang bangers? NOTHING. His hometown Chicago is the wild west with all the shootings they have.

This is short sighted to appease the sheep and not actually addressing the real issues. If he was brilliant he would say the ATF, DEA, FBI are going to put a hard press on gangs. They are going to be cracking down on illegal gun sales with stiffer penalities. More kids get murdered by a stray bullet in a gang shooting then in a mass shooting. He would say that average citizens need to call the police when they see gang violence so we take these people off the street. Stop being silent when the police question you about what happened because you live in the hood and there is some kind of code going on.

Pisses me off that real issues are not even talked about.

Whatever Vance...Why should what I think of him have any hinder on having a civil discussion with me?...I like the guy..So what?!...

I'm not going to go back and forward with you ..I think this is a VERY good start..The Public is with him on these issues and while it may not solve ALL of the crime, it WILL save lives...He has addressed what he can address with executive order. No its time for congress to REALLY be open minded and see that the President is NOT trying to take Anyone's guns away or infringe on Anyone's 2nd Amendment right. He want gun safety. Yes the Assault Rifle ban is in there, rightfully so..NO civilian needs an AR-15, bushmaster .223 or anything like that...It's a good start and I have hope that congress will pass most if not all of the recommendations...His plan is WELL ROUNDED and touches EVERYTHING..It shows he is ready to lead and lead in a responsible way. You may not agree, but don't be negative about something that is potentially good for ALL of us...

Let's not forget. there has NOT been someone in charge at the ATF for 6 years..He has nominated Todd Jones..He's been acting director now... let's hope congress acts fast and confirms him so we can get this show on the road...

I will only address you on this once, if you feel the need to be condescending, please take it to another post...We can have a discussion of the issues like adults..My opinion on the President shouldn't bother you so much. You have your opinions of him, I don't question them,,So I respectfully ask, focus on the actual topic of the thread or take that negativity to another post...

His "plan" is not a start to anything. This is not taking up the real issue. CRIMINALS  committ the violence and most of the time with illegal guns.

I have no problem with some stricter gun controls, but make no mistake about it this has nothing to do with safety for John who lives in the projects. This is about a reaction that is not going to stop Chris and Melvin from doing a drive by and Tiffany being hit with a stray bullet. This is not going to stop Tom from going into a convenience store with a gun and getting $75. This is not even going to address the issue of true gun violence.

Your bias for him affects how you speak about him and how you examine what he says. So when you come off and say how brilliant he is, nothing I say will open your eyes to the true issue we are dealing with. So how can I have a civil conversation? Your going to get frustrated, I'm going to get frustrated.

So you think that a mass shooting is happening everyday? You see mass shootings as common occurance?

My opinion is yes an opinion backed up by facts of what is going on. Go to a news website in Chicago and LA and Oakland and see how many shooting have been reported since Newtown. Then you will see that is the violence that needs to be truly addressed.

Thank you Mrs. P I agree with you 100%.  I dont think anything that Obama Administration is looking at is so far from the beaten path it seems to me as if the NRA is over reacting on some priniciples ground that in the light of Newtown makes zero sense.  it is better to try and do something rather than do nothing at all and admit complete defeat.  Next step Mad MaX.

Of course they are not but they are happening on an average of every year and a half..that's too much...Now, regular EVERYDAY shooting are something the needs to be addressed as well. We all know that..No one makes noises about those every day shootings...1 month since the Sandy hook tragedy's there have been 900 gun related deaths....If the gun is not a source of the problem then what is? Like I said, his plan is well rounded. it touches everything. The 23 above executive order are what he can do without congress...He will present congress with the rest of the issues and it's up to the people to urge their leaders and representatives to vote for most if not all of the proposal...

NRA is not the topic and we've been asked to stay on topic.

I don't have a problem with anything that was said in that speech.  Legislatively, we've just created another road block.  

I don't know how any of this is expected to stop the next mass shooting, however.  I wish it would with all my heart...... but it won't.

His plan has nothing to do with the daily violence that is in our streets. You don't have to buy into everything he does as some amazing great thing.

So 900 deaths and most would be probably hand gun related shootings not AR-15's. I'm not trying to downplay the mass shootings but the daily shootings are the problem. Criminals with guns are the problem. The horrible economy is the problem, the lack of jobs is the problem, the lack of good school systems is the problem, the lack of parental control is the problem.

Nope but they are a result of a gun.....the issue with the Ar-15 is, it can do A LOT of damage in a matter of minutes...IMO, NO civilian should be able to own one (Let's remember, my husband owns one..)...No civilian should be able to order mass quantities of bullets online....

If you eliminate the gun, then you only have criminals....

The way I see it, you have to start somewhere.  I'd like to see the background check stuff start to work.  In my industry, each of my cows is ear tagged.  Because of that ear tag, the government can track my cow from the ranch, to the box car that it was loaded on to, to the stall it slept in at the processing plant.  That is just one little number.

Our government has issued us SS numbers, drivers licenses, license plate numbers, identification numbers if you were in the military and identification numbers if you've been in the pokey.... still they can't track a human.

As I said, you have to start somewhere.

THE GUN is not the problem. So many factors lead up to someone obtaining a gun and using it for criminal means. I'm not arguing against a ban of weapons right now, I am arguing that Obama did not address the real issue. He addressed the knee jerk reaction to the horrible event that took place. No matter who would be in office if they did the same thing i would say the same thing. This is not being a leader to solve the real issue, this is appeasing the uninformed public.

I'm just going to say this-----  again, never a gun ban advocate before BUT--  less kids would have died that fateful day if it were not for the automatic weapon Adam Lanza's mother owned.  He'd used a different type of gun, sure.  But less bullets would have flown, less dead kids/teachers.  

I don't want to do away with gun ownership but am now in the corner of feeling like banning assault weapons to the general public makes sense.

And while the job is hard to track people with guns, cut down on violent attacks, etc.---  I really hope we as a nation never give up trying.

If Lanza had needed to stop and reload, its possible that more children would have been able to escape.  Teachers would have had more opportunity to safeguard their students.  

I'm glad the president is trying to find some way to prevent more of this.  I know it will never please everybody, but at least he is looking for answers.
