I have to agree with you though. Like you, I'm in NO WAY saying it's her fault that this happened. But she probably could have been a little more cautious in her actions, leading to the rape.
In no way am I blaming this woman for this and it doesn’t matter how many times I say it, I’m sure my words will be twisted.

My first thoughts were This Poor Naïve Danish Woman had no idea what she was getting herself into. Then I started thinking, who would go to a Foreign Country and not do some research? The Country is known for it’s Rape, Brutality, & Murder of Women. Even having a male companion apparently is no guarantee but this woman was alone and approached A Group of Men. I find it hard to believe if you are alone, lost, near a popular shopping area in New Delhi, a group of men would be you’re alternative. Then they lured her to a secluded area.
Still wanting to give her the benefit of the doubt, I thought maybe Denmark is not like the U.S. where being aware of your surroundings comes natural. I looked up Demarks Crime Stats. and they are rated higher than The U.S.
She should have known better.
No this woman is not to blame but if she would have used Common Since, it may have been avoided. These were a group of animals and like most animals; their prey of choice is the weak.
They are changing the laws in India, but as Brice said, laws won't stop the lawless. Until the men start showing respect for women, this will continue to happen; laws can't force that respect.
They are changing the laws as regards rape in that country and have started making arrests and that is working to change things there. It does take time to change an entrenched attitude though that is cultural.
Stories like this make me understand how well we have it in America and how our laws (for the most part) are good.
