You guys all failed chemistry in high school. Elemental fluorine is one of the most reactive and dangerous elements, and so is chlorine, but we are speaking of the salt of these chemicals. A 0.1% sodium fluoride solution is the active ingredient in mouthwash, and its as danger as a 0.1% sodium chloride (table salt) solution.
I totally agree with caregiver222 that fluoride is a toxic substance.
The fluoride that is put into the drinking water in some UK towns is not a natural substance. It is the by product of the phosphate industry.

You can make a mouth wash with water and some salt.
Bicarbonate of Soda is used as a wash by the hygienist, so you could some of that. You can purchase it from the supermarket in the baking section. The chemist may have it and some DIY stores sell it sometimes too.
To help your gums back into good condition as well as brushing in a circular motion, floss in between the teeth and down to the gum line. Your hygienist would show you the correct way to do this.
You can buy a children's toothpaste, there a few different ones available and these come in different flavours. The fluoride in the won't be as much as is in an adult toothpaste.
Your dentist can also apply fluoride to your teeth that have been exposed to the gums receding, can't remember what flavour that comes in. The dentist may charge for this.
