Consistent flaky skin all over

I'd say I have a dandruff problem but that would imply that my itchy scalp is the only problem area. I get flaky skin on my arms, chest, eyebrows, and especially my legs. If someone so much as brushes against me it snows little white flakes everywhere. I've been to a dermatologist a couple of times but I've yet to find a medicated shampoo or moisturizer that even makes a dent. I can't help but wonder if this is some kind of allergic reaction, or something I'm causing on a daily basis with my lifestyle somehow?
