Could this be a burrowing insect?

About two weeks ago I saw a large whitehead pop up on my 7 year old daughters side, much like a fire ant bite.  After a few days, however, it became hard under the skin like a boil, always with a white head.  It was painful to her and hot to the touch.  I applied hot compress and after about a week it ruptured just like a boil and it eventually started to heal.  Then two more popped up not far from the original.  There are never more than two at a time.  It always looks, after easily removing the plug at the surface of the skin, as if there is a dark spot inside along with the pus.  There is one more I am battling now, this time it has not formed a large hard lump under the skin, but when I inspected it this morning, I saw the dark spot along with the white, I could not wipe it away.  I put alcohol on it to disinfect before putting a band aid on, and whatever it is seemed to retreat, leaving only an empty hole, and a few seconds later a drop of blood surfaced.  This looks to me like some kind of worm or insect that I cannot see and is causing her pain.  After reading for several hours on the internet, it seems this kind of thing only happens in tropical areas not in the USA, looks nothing like bedbugs, scabies, or bedbug bite photos I've seen, it looks like botfly or mango fly bite photos.  What can I possibly be dealing with here?  Please help.
