Dry peeling, splitting, bleeding fingertips and thumb for over 1 year now.

It is extremely playful and unsightly, as the skin and fingertips often take on a very inflamed appearance, with deep red coloration at times., the skin on the tips of the fingers look rumpled or wrinkled, as if there is no circulation to that area.  Other times, the skin on the fingertips take on a very crepey look and feel.  Very thin to the touch, and the slightest pressure can cause them to split open.  This is not a dry skin problem, as he has used ever product known to man and prescribed by derms.  He has used steroid cremes as well.  These cause an almost complete healing for about 2 weeks, only to have the condition return with an angry vengeance.  His blood glucose levels are normal.  Thoughts, anyone?  What the heck can this be?

Do his hands come into contact with any chemicals (even something like bleach or household cleaners)?  If they do- try to make sure that you keep those things off the hands- don't let them contact the skin.  See if that helps to clear this up, in addition make sure he's getting the needed vitamins and minerals in his diet or with a supplement.  If this doesn't help, get back to the doctor and keep pushing for more answers on what this could be.

I meant "painful" and definitely not playful.  : )
