I have seborrhiec dermatitis (in my scalp and behind my ears). I know that eyebrows are also a common location. It is a form of exzthma caused by a fungus/yeast. It's not curable but it's treatable. I suggest you should start by applying anti-fungal creams to help assertain if it is indeed sd. Canesten, Dactarin or Nizeral shampoo. Don't put any other harsh detergents on there because it'll just irritate it further. Unfortunately the fungus gradually works out a way around these creams after a while. The only thing that controls it for me now is something called psoriasin from shopinprivate.com. Hope that helps.

This may sound like a case of seborrheic dematitis.I suggest that you seek consult with a dermatologist to ascertain the diagnosis. Frequent shampooing using medicated shampoos containing selenium sulfide and tar may be able to help.Do not apply any medications prior to physician's assessment as this may cause further irritation of the skin.
Do you wear glasses? If so use some alcohol to clean the glasses periodically. Try using some olive oil to treat the dry skin and itching. Have you started using some new facial cleansers or moisturizers lately. If so discontinue, use the olive oil. If it improves you know it could be the moisturizer. Good luck, you may want to seek medical advice if this does not help. Could be some form of psorisis (Sp?) If that's the case could need a ointment
