My son has a rash and of doctor is lost please help i have put a photo of it on here does any one know what it is ?

It is only on his elbow ,knees and legs well it has got on his butt too it is round circles and it looks like real bad dry skin and he says it itches it is red and looks real dry i thought it was ring worms at first but its not I put a photo of it on here
